Ketchikan Education Association By-laws Approved and Adopted by KEA General Membership May of 1995
Article I. Rules of Order
Robert’s Rules of Order, Revised, shall be the authority on all questions of procedures not specifically stated in this Constitution and By-laws.
Article II. Duties and Terms of Officers, Committees and Boards
Section 1. All officers shall be elected during the last week of April or first week of May and assume office on June first. They shall serve for one year. In case a vacancy in an office occurs, it shall be filled by the Executive Board, except that of vice president, which shall be filled by special election.

Article II. Duties and Terms of Officers, Committees and Boards

Section 2. President; The President shall:
- Be the chief policy officer of the Association;
- Be the chief spokesperson of the Association;
- Preside over all meetings of the Association, the Executive Board, and the
Policy Assembly; - Keep one of two official copies of the minutes of all Executive Board and
general Association meetings; - Be a delegate to the Delegate Assembly;
- Be knowledgeable of local, state, and national political issues as they relate to
education; - Appoint members to committees consistent with the constitution and with
the approval of the Executive Board; - Be an ex-officio member of all committees;
- Monitor budget expenditures on a regular basis and recommend at Executive
Board meetings adjustments as necessary; - Attend, have a designee attend, or view (4/99 change) each regular school
board meeting; - Present a proposed budget to the Executive Board for their approval.
- Receive an annual stipend, paid monthly or quarterly (8/99 change), amount
and number of payments voted on by the Executive Board. (Subsection changed 4/96)
- Attend all meetings of the Executive Board;
- In the case of a vacancy in the office of the President succeed to that office;
- Conduct all elections;
- Be a delegate to Delegate Assembly;
- Assist the President in the recruitment of committee members;
- Serve as President designee as ex-officio member of committees and boards
upon request; - Normally substitute for the President at KGBSD Board meetings in his/her absence.
- Attend all meetings of the Executive Board
- Assist the President at his/her request
- Attend all meetings of the Executive Board and the Association;
- Keep accurate minutes of all meetings of the Association and Executive
Board; - Keep on of two official copies of the minutes;
- Assist the President with Association correspondence;
- Notify the membership of meetings of the Association and the Executive
Board; - Circulate to the membership copies of the minutes of each Association and
Executive Board meeting
- Attend all meetings of the Association and Executive Board;
- Be responsible for the funds of the Association and disburse them upon authorization by the President and/or the Executive Board;
- Arrange, with the membership committee, for the collection of dues and assessments;
- Transmit funds due to NEA-Alaska;
- Maintain an accurate roll of membership;
- Report to each Executive Board and general Association meeting of the Association.
- Under the supervision of the Treasurer, be trained in all of the duties of the
Treasurer; - Assume the office of the Treasurer on June 1 of the next election year.
Section 7. Membership Representative;
Membership Representatives will be elected by the following membership groups: Certified (teachers), ESPs (Cooks,Custodians, and Paraprofessionals), Administrative Assistants, and Special Service Providers of Ketchikan (KEA-SSPK). (Revised and approved on 9/10/2019)
- Attend all meetings of the Executive Board;
- Serve on the membership committee;
- Act as liaison between the Association and the membership groups;
- Distribute all Association correspondence to membership;
- Conduct membership group meetings and perform other duties as may be requested by the Executive Board and/or President.
- Attend all Executive Board meetings;
- Attend the Delegate Assembly of NEA-Alaska;
- Organize and attend the annual KEA Policy Assembly;
- Circulate to the membership a report from Delegate Assembly;
- Be knowledgeable of local, state, and national political issues as they relate to education.
Section 9. Delegate to Representative Assembly, NEA-Alaska Board of Directors, or NEA Board of Directors.
These persons shall:
- Attend the KEA Policy Assembly;
- Attend Executive Board meetings;
- Circulate to the Executive Board a report regarding official meetings which
they attend or information which they deem important to the Association; - Be knowledgeable of local, state, and national political issues as they relate to
education.
- Attend appropriate Committee meetings;
- Follow each respective group’s policies and guidelines as outlined in KEA
documents and set forth by the Executive Board; - Report, through the Committee chairperson, to the Executive Board as
appropriate.
- The officers and membership reps of the Association shall serve for one year,
starting June 1st or when elected, and may be reelected without an
intervening term. - Committee members shall serve one-year terms at the discretion of the
Executive Board. Otherwise terms will end when a new appointment is
made. - Delegates to NEA-Alaska Delegate Assembly are elected for a two-year
term, and alternates for a one-year term.
The Executive Board shall:
- Be responsible for the management of the Association in all matters except
as stated otherwise in the Constitution and By-laws; - After approval of the President’s budget, present the proposed budget to the
membership for approval at a general Association meeting; - Approve appointments of members to board and committees consistent with
the Constitution and By-Laws; - Authorize expenditures as provided in the budget. Authorization may not
exceed budget amounts by more than 10% of the total budget amount; - Authorize the processing of a grievance through the highest allowable level
according to the KEA contract or state statute.
Article IV. Elections
- All elections shall be by a single non-transferable printed ballot to be circulated to all professional, education support, and retired KEA members.
(9-14 exec bd decision change=contract votes paper ballot, all others electronic) - For all elections except Delegate to NEA-Alaska Delegate Assembly, the candidate receiving 51% or more of the votes shall be declared elected. If no candidate receives 51% of the ballots on the first ballot a run-off election shall be held between the two highest vote-getters.
- Candidates for the NEA-Alaska Delegate Assembly shall be elected by a plurality with the highest vote-getters being the delegate(s) and the second highest vote-getter(s) being the alternate(s).
- Candidates for the NEA-Alaska Delegate Assembly shall be elected in proportion to bargaining unit/KEA membership: A minimum of one (1) seat will be filled by a KEA member of the ESP Bargaining Unit.
- Elections shall be held during the last week of April or first week of May.
- The Vice-President shall appoint a committee consisting of no less than three
non-candidate members to canvas the election. - A recall election for an Association officer shall be conducted whenever the Executive Board receives a petition of recall containing the signatures of 1/3 of the voting membership.
